EU concludes that Russia wants to occupy Ukraine, it is not interested in negotiations

The head of the European Union diplomacy, Josep Borrel, believes that Russia is not yet interested in negotiations on a cease-fire in Ukraine because its army has not achieved its military goals. It wants to encircle the coast to the border with Moldova and isolate Ukraine from the sea.

In Borrel's opinion, everything will be resolved in the next 15 days.
