The ban will include purchases of oil by sea, which cover about two-thirds of Europe's imports from Russia. In addition, the EU agrees to ban 90% of Russian oil imports by the end of 2022.

European governments have not determined how long the exclusion of Russian oil delivered by pipeline will last, saying only that it will be "temporary" and that they will revisit the issue as soon as possible.

The measures are expected to include a ban on re-exporting Russian oil coming through the pipeline. There will also be a ban on the resale of refined products from Russian oil as part of an effort to minimize market distortions.

The sanctions package also includes excluding Sberbank from the global payment system Swift, as well as banning three other Russian state broadcasters and imposing sanctions on certain individuals.
