For the formation of a clear deflationary trend, Zabotkin sees the need to implement the following prerequisites:

The formation of very low inflationary expectations, which make the population and businesses expect a further decline in prices and thus reduce their demand.

A significant reduction, approaching the mark of zero growth rate of money supply in the economy.

According to the deputy chairman, these prerequisites are not found in the Russian economy at the moment.
