The bill proposes to empower the government to approve the list of jurisdictions, credit institutions and brokers from which may be allowed to participate in the organized foreign exchange trading in Russia.

The State Duma is looking for liquidity for currency trading. But who of the non-resident banks will want to participate in the trading of the Moscow Stock Exchange? The question is rhetorical.
